PHP HTTPS in PHPStorm aktivieren

Guten Tag zusammen,

ich habe bereits gegoogelt und ein paar Einstellungen vorgenommen, kann allerdings immer noch nichts von https Seiten mittels $dom->load(); laden... bekomme da immer diese Fehlermeldung:

Vorgenommene Einstellungen bisher:
1. In der php.ini Datei extension=php_openssl.dll aktiviert! - Also das ";" entfernt.
2. Den Installationspfad von PHP zu PATH hinzugefügt.

OpenSSL support => disabled (install ext/openssl)

Schaut also danach aus als wäre es nicht geladen. Sicher das du die richtige PHP.ini erwischt hast?
Ggf. mal unter C:\Windows\ schauen: Configuration File (php.ini) Path => C:\Windows

Bei XAMP Installationen hab ich das schon gesehen das die von dort genommen wurde, obwohl bei Loaded was anderes steht.

In Stackoverflow war noch einer der meinte das allow_url_include = On neben allow_url_fopen = On nötig ist. Aber das kannst du ja schnell testen.

Ich habe mal jetzt noch angeschaltet. Geht aber trotzdem nicht... - Ist die richtige PHP.ini Datei!

Da ich PHPStorm benutzte, habe ich ja keinen externen Server installiert... Habe das Programm halt neu gestartet. Bekomme jetzt aber:

PHP Startup: Unable to load dynamic library 'C:\php\ext\php_openssl.dll' - Das angegebene Modul wurde nicht gefunden.

Okay, geht jetzt. Habe den Pfad mal angelegt und den Ordner ext mit dem dll da mal reinkopiert. Allerdings habe ich dazu eine Frage.
Wie kann ich PHP Storm sagen, dass diese dll im Installationsordner liegt?
