Something make me bottleneck, for example csgo on one map i have 70fps on other 400

The bottleneck is the slowest component under a given workload. There's always always going to be a slowest component. Upgrade The GPU -> CPU ist slower; Upgrade the CPU -> the GPU is slower

Whats the utilization of your CPU and GPU when you're only getting 70FPS?

Where can i see this

You can use the Overlay from the AMD Driver Adrenalin Software. In the Settings - Hotkeys, you can activate it (if not already). Standatd hotkey is CTRL + SHIFT + O. This is the easiest option because the driver is already installed.

An other option would be the MSI Afterburner and its overlay. But this needs some configuration.

If your GPU utilization is lower than 95-100% then an other component is limiting your system. This could be anything! For example CPU, RAM speed, cache or HDD / SSD loading issues. In manny cases ist's a CPU limit or RAM which is not set in XMP mode in the BIOS.

The CPU utilization is worthless! Because games do not use all cores of modern CPU's and the load is switched to fast betwen cores.

Gpu usage 90+% cpu only 25-30
