Dear Cogent Customer,
Cogent and DTAG exchange traffic under our settlement free peering agreement. The volume of traffic between the two networks exceeds the capacity of the links provided for in that agreement. Cogent has asked DTAG to upgrade the capacity of the links, with each party bearing its own cost of upgrade. DTAG has declined to do so.
Peering is the practice of voluntarily interconnecting separate networks on the Internet for the purposes of exchanging traffic between the customers of the peered networks. Peering is also known as settlement-free interconnection, which indicates that neither party pays the other for the traffic being exchanged. Cogent believes that peering relationships such as these are the foundation of a successful Internet community. Our policy is to maintain an open peering policy. This provides the best service possible for our customers. Cogent's network is fully equipped at major private and public peering locations with ample capacity to connect to major peering partners. Cogent does not comment on its individual peering relationships.
