You're looking for an internet cafe in Berlin where you can play DotA? Couldn't think of any other reason why you wouldn't just play wherever you played before you moved to Berlin.

Indeed, playing in net cafes is not that popular in Germany. You will have a hard time finding anyone playing there. I was playing DotA a few years ago very active and in the international clan scene and I'm not surprised you expected to find someone in a net cafe here since in most countries it seems normal to do so, however, I must disappoint you - Germans play at home, as 6shop said.
